1. 직·간접적으로   실질적인 탄소 저감 효과가 있는 프로젝트
2. 공인된 측정 기준과 탄소 저감 효과의 수치화가 가능
3. 공동 행동이 가능
4. 거버넌스 투표를 통해 합의에 도달
